Clayton County Water Authority is seeking a detail-oriented and forward-thinking Treasury Analyst to support our financial strength and strategic goals. In this dynamic role, you'll manage daily cash flow, forecast liquidity needs, oversee banking relationships, and contribute to public fund investment and debt administration.
You’ll play a critical part in:
- Optimizing cash flow to support operations and capital projects
- Maintaining compliance with public finance regulations and debt covenants
- Producing insightful analysis and treasury reports that guide leadership decisions
- Enhancing internal controls and contributing to financial policy improvements
Ideal candidates have a bachelor’s degree in finance, accounting, or a related field, and 3+ years of experience in treasury operations—preferably in the public sector. Experience with enterprise financial systems and treasury software is a plus.
JOB SUMMARY
This position is responsible for supporting CCWA’s financial health and stability by managing day to day cash operations, analyzing financial data, and supporting investment and debt management functions.
ESSENTIAL JOB FUNCTIONS
Cash Management & Forecasting
- Monitors daily cash balances and coordinate short and long term investment or borrowing needs.
- Prepares detailed cash flow forecasts to support operations and capital projects.
- Assists in maintaining optimal liquidity across accounts while ensuring adequate funds for disbursements.
Banking & Investment Administration
- Reconciles bank accounts and ensure accuracy in treasury-related transactions.
- Maintains relationships with banking partners and support ongoing account management.
- Assists with the administration and reporting of investment portfolios in accordance with public funds investment policies and legal guidelines.
Debt Management & Compliance
- Support the administration of outstanding bonds, loans, and other debt instruments.
- Assist in preparing debt service schedules, compliance reports, and continuing disclosure filings.
- Monitor covenant compliance and assist with public financing transactions.
Financial Analysis & Reporting
- Prepares treasury reports and dashboards for leadership.
- Analyzes market trends, interest rates, and economic indicators to inform investment and borrowing strategies.
- Assists with audits, budget preparation, and financial policy development.
Policy & Internal Controls
- Supports adherence to internal controls related to treasury functions.
- Recommends improvements to enhance efficiency, transparency, and accountability.
- Ensures compliance with state statutes, municipal codes, and treasury-related best practices.
Performs other duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
Bachelor’ degree in Accounting Finance, Public Administration or related field required; supplemented by three (3) years of demonstrated experience in treasury operations, preferably in a public sector environment, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Experience in enterprise finance systems and treasury software is preferred.
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

- Certified Treasury Professional
